1. Heat oil in a large pan over moderate flame. Stir-fry chopped onion and garlic for 3 to 5 minutes.
2. Add the ground beef and cook for about 7-10 minutes, stirring occasionally until browned. Reduce heat to low.
3. Add the tomato sauce, carrot, rice, celery. Cook, stirring frequently for 10 minutes. Season with salt and pepper to taste.
4. Transfer to a baking dish that can fit inside your air fryer basket.
5. Sprinkle with cheddar, mozzarella, and parmesan cheese. Cook in the air fryer for 15 minutes at 200 C (400 F). Cool slightly. Garnish with chopped parsley.
